zeng xiangquan, former dean of the school of labor and human resources at renmin university of china (2014-2020), currently serves as a member of the academic committee of the same school and as director of the institute for employment research at renmin university. he holds the titles of "changjiang distinguished professor" appointed by the ministry of education, wu yuzhang senior chair professor, and receives special government allowances from the state council. professor zeng has an outstanding academic record, having led numerous major national and international research projects, including those funded by the national social science fund major program and in collaboration with institutions such as the world bank and the international labour organization. his papers have been published in prestigious domestic and international journals, such as "social sciences in china" and "economic research," and he has authored several monographs and research reports in his field. professor zeng's scholarly contributions and policy influence are widely recognized.
in addition to these roles, he holds various leadership positions in prominent academic associations and organizations, including vice president of the labor economics society, vice president of the china employment promotion association, vice president of the china talent research association, president of the professional committee on wage and benefits, president of the labor science education branch of the china labor society, research fellow at the institute for the study of labor (iza) in germany, member of the academic committee of the future education and assessment research institute at tsinghua university, and chairman of the board of directors at the people's university press co., ltd.
prof. zeng has dedicated his career to research in employment theory and policy, talent strategy, compensation, and income distribution. he has led numerous pivotal research projects, such as the major project of the national social science fund on "implementing a development strategy for expanding employment: mechanisms and policies for job creation, capacity enhancement, intermediary services, and anti-discrimination," the key project on "promoting the implementation of higher-quality employment," the major program of the ministry of education's humanities and social sciences on "china's employment strategy in the course of comprehensive prosperity," the world bank's study on "china's rural labor force transfer and employment strategy," the international labor organization's investigation into "china's employment policy implementation, monitoring, and evaluation mechanisms," and the asian development bank's study on "public sector pay governance models." his research has been widely published in esteemed domestic and international academic journals, including the international labour review, chinese social sciences, and economic research.
he has authored and edited a comprehensive collection of works, including "the changing employment environment and college student employment," "market-oriented employment and unemployment measurement research," "labor market intermediation and employment promotion," "strategic study on enhancing the employability of china's workers," "quarterly analysis of china's employment since the financial crisis," "big data and the labor market," "employment creation mechanisms and quantity estimation in the digital cultural industry," and "advancing the implementation of higher-quality employment." this extensive portfolio of books and research reports underscores his profound impact and continued dedication to advancing knowledge in the field of labor and human resources.
on march 28, 2003, prof. zeng was invited to present on "world employment trends and china's employment policy research" during the third collective study session of the political bureau of the communist party of china central committee. on january 13, 2017, he participated in a symposium chaired by premier li keqiang to discuss the draft of the government work report, offering insights and policy recommendations on china's employment issues. on march 23, 2021, he attended a flexible employment personnel social security policy expert seminar chaired by vice premier hu chunhua, where he shared his views on "regulating platform employment and improving the social security system for flexible employment."
