professor lu quan highlights digitalization's role in governance innovation
may 20, 2024in an article published in the journal 'governance,' professor lu quan from the school of labor and human resources points out that digitalization is not only a technological innovation but also provides effective technical support for innovations in governance mechanisms. overall, digital technology and its applications have three main characteristics:
firstly, decentralization. the concept of 'everything connected' implies that digital technology can effectively link different resources, thereby mobilizing the enthusiasm of various entities and forming a more efficient resource allocation method. in the context of comprehensive rural revitalization, the decentralizing nature of digital technology can fully mobilize the initiative of governments, enterprises, social organizations, and farmers themselves. it can enhance endogenous dynamics with external forces and make full use of social forces while being led by the government.
secondly, full lifecycle. data is not only a factor of production but also arises during the process of social production and life, thus possessing both participatory and feedback characteristics. unlike other factors of production that primarily contribute through inputs and marginal contributions during the production process to gain earnings during the distribution process, digital technology records all data generated during the production and distribution processes throughout the entire cycle, using it to improve production techniques and economic efficiency. thus, digital technology not only acts as a new production factor but also serves as a management tool to optimize production processes.
thirdly, connectivity. from an economic perspective, the essence of digitalization lies in the changes to the combination of factors and the enhancement of production efficiency brought about by technological innovation; from a social perspective, it represents a new way of social connection in the information age. it can break traditional boundaries such as household registration, region, and organizational affiliations, forming new mechanisms of connection between individuals and corresponding social structures. therefore, digitalization plays a positive role in innovating social governance mechanisms.
